By default Drupal gives you an editable homepage that looks like this:
If you do not wish to edit and modify this page and you would rather have a page of your own set as a homepage, that is really easy to set with Drupal. You should just create your Basic page in your Drupal Dashboard (if you are not sure how to do that, check our knowledge base) .
Then go to the Configuration tab -> Site Information -> Front page bar. There you can fill in the URL of the page that you want to set as default for your website.
